Analyse der Kontroll- und Sanktionshäufigkeiten großer Öko-Kontrollstellen in Deutschland Organic Eprints
Zorn, Alexander; Lippert, Christian; Dabbert, Stephan.

Determinants of Spatial Distribution of Organic Farming in Germany Organic Eprints
Bichler, Barbara; Haering, Anna Maria; Dabbert, Stephan; Lippert, Christian.
The share of organically managed land is spread unevenly throughout Germany and shows pronounced regional concentrations. The spatial distribution of organic farming is assumed to be influenced by several factors. Location factors of farms are regionally different and thus may influence the spatial distribution of organic farming. Agglomeration effects and therefore spatial dependence are also considered important in determining spatial distribution. These factors with a potential influence on the spatial distribution of organic farming can be divided into four categories: natural factors, farm-structure factors, socio-economic factors and political factors. Their possible influence on the spatial distribution of organic farming is analysed by several...

Die Bestimmungsgründe der deutschen Landpachtpreise in Abhängigkeit vom Flächenstatus Organic Eprints
Schmidtner, Eva; Lippert, Christian; Dabbert, Stephan.
The BÖLN-funded project assesses the current situation of the land rental market in Germany and, thereby, accounts for spatial aspects. We will draw on secondary data from the official German farm census conducted in 2010 to analyse determinants of land rental prices and their potential differences in space. Using spatial econometric methods we aim at analysing information on organic and conventional farms. To fill gaps in knowledge and experience and to ensure the practical relevance of the results, we will additionally perform explorative interviews with organic landlords and conduct a one-day workshop with experts from the organic farming sector. Based on two different empirical approaches, recommendations enhancing the competitiveness of organic...

Die Bestimmungsgründe der räumlichen Verteilung des ökologischen Landbaus in Deutschland Organic Eprints
Bichler, Barbara; Lippert, Christian; Häring, Anna Maria; Dabbert, Stephan.

Economic Concepts of Organic Certification Organic Eprints
Zorn, Alexander; Lippert, Christian; Dabbert, Stephan.
Certification is a key element in marketing organic food products. Based on economic theory, this report wants to illustrate the economic reasoning for certification. The intention is to provide a description of economic concepts, which is understandable for a wider audience. We are focusing on the basic economic literature. Chapter 1 “Organic certification system” describes the current control system in the European Union. Why this is necessary, will then be explained based on a synopsis of economic literature. Of specific significance for organic certification and the CERTCOST project are the concepts of institutional economics and economics of crime. The relevant points of economic theory will be presented and discussed in chapter 2 “Theoretical...

Schmidtner, Eva; Lippert, Christian; Dabbert, Stephan.
This work summarizes the main findings of a workshop conducted at the Universität Hohenheim in February 2014 with the aim to develop and discuss supporting measures for organic farmers who are willing to (continue to) rent agricultural land. Surprisingly, only a few organic-farming specific challenges could be identified in the German land rental market. As supporting measures for organic farmers the participants suggested (i) to adapt (e.g., the time frame of) governmental support such as agri-environmental payments, (ii) to develop a positive image of organic farming at the regional level (e.g., via information at the organic field) and (iii) to systematically improve the relationship between landlord and organic tenant.

Modelling risk-based inspections in EU organic certification: data requirements and analysis tools Organic Eprints
Gambelli, Danilo; Solfanelli, Francesco; Zorn, Alexander; Lippert, Christian; Dabbert, Stephan; Zanoli, Raffaele.
A Risk Based Inspection (RBI) scheme is a planning tool used to develop the optimum plan for the execution of inspection activities. Organic certification system could benefit from the implementation of RBIs in terms of higher effectiveness, i.e. trustability, and lower transaction costs for organic operators. Data from certification bodies provide basic information about non-compliances and structural aspects of organic operators. Here we propose a methodological approach to risk analysis modelling, based on discrete choice models and Bayesian networks, both aiming at the identification of key risk factor in the organic certification process in the European Union.

Non-compliance in organic farming: A cross-country comparison of Italy and Germany Organic Eprints
Gambelli, Danilo; Solfanelli, Francesco; Zanoli, Raffaele; Zorn, Alexander; Lippert, Christian; Dabbert, Stephan.
This paper describes the Italian and German organic certification systems, including the institutions involved and the definitions of non-compliance and sanctions. Although they are both implementations of the same EU regulatory framework, these systems differ in many respects. Case study data from control bodies on non-compliance and sanctions are presented and analysed using binary choice models. This analysis shows that the occurrence of slight non-compliance and greater farm acreage are significant risk factors that explain severe non-compliance in both countries. However, to implement an efficient risk-based inspection system in the future, the data collection process must be improved and extended to examine personal attributes of farmers and...

Schmidtner, Eva; Lippert, Christian; Dabbert, Stephan.

Organic controls in Germany – is there a need to harmonize? Organic Eprints
Zorn, Alexander; Lippert, Christian; Dabbert, Stephan.
Organic food markets substantially rely on a reliable control system. To identify and isolate the effect of different factors potentially influencing the uniform implementation of organic controls, we apply a stepwise estimation of different logit models. Using control data of German farms from five important control bodies we identify, first, risk factors for non-compliance of farms, second, the impact of the control body as well as, third, the potential impact of governmental institutions which are in charge for the implementation of the control system. The results indicate a need for a more harmonized implementation of the German organic control system.

Hummel, Anke; Lippert, Christian; Müller, Torsten; Schulz, Rudolf.
For a given organic farm with livestock and vegetable production in Southern Germany the economic viability of on farm produced legume seed meal as Plant Based Organic Fertiliser (PBOF) is analysed by means of a Linear Programming (LP) model in order to asses under which conditions such a fertiliser use may be profitable. Yields, labour demand and gross margins of the different farming activities are taken from data collections and adapted based on information provided by the farmer, whose specific crop rotation, labour and stable restrictions are also implemented in the LP model. Nitrogen supplies and demands of the different farming activities are drawn from data collections and information by plant scientists. Our calculations show that legume seed...
